Title I is part of the No Child Left Behind Act of 2001. The legislation provides federal funds to help students in schools with high economic needs achieve high standards. The specific objective of the Title I program is to enable all students to meet state and local student performance standards and for schools to achieve the Adequate Yearly Progress goals set by the Pennsylvania Department of Education.

There are two types of Title I program models, schoolwide and targeted assistance, allowed under the No Child left Behind Act of 2001.  The Bloomsburg Area School District currently has 4 schools operating schoolwide Title I programs.

                                               - Beaver Main Elementary School
                                               - Memorial Elementary School
                                               - W.W. Evans Elementary School
                                               - Bloomsburg Middle School
A schoolwide program focuses on comprehensive reform strategies designed to upgrade the entire educational program in a Title I school; its primary goal is to ensure that all students, particularly those who are low-achieving, demonstrate proficient and advanced levels of achievement on state academic achievement standards.
